time.h localtime() function

Dear Forum,

I have been attempting to take raw ntp epoch time counts and have them convert to local time, using localtime().  I keep getting BSP_CFG_HANDLE_UNRECOVERABLE_ERROR(0) no matter what I do.  Has anyone else experienced this or have any recommendations or can tell me that Im missing some kind of setup Im not doing?  Screen shots show what Im seeing.
